In Birobidzhan the education and methodical workshop on summarizing the result of activity of territorial boards of the Ministry of Civil Defence, Emergencies and Disaster Relief of the Russian Federation in the Far Eastern Federal district was held

Vladimir Puchkov, the secretary of state, the deputy Minister of the Russian Federation on Civil Defence, Emergencies and Disaster Relief took part in this work.

Addressing to participants of the gathering, Governor of the Jewish Autonomous Region, Nikolay Volkov emphasized, that interaction of authorities of subjects of the Russian Federation and structures of the Ministry of Civil Defence played the important role in the effective and harmonious work on realization of actions of civil defense, prevention and liquidation of emergency situations, maintenance of fire safety and safety of people on water objects: "Tragic events of this year were the accident on the Sayano-Shushenskaya hydroelectric power station, blasting of the Neva Express train, a fire in a night club in Perm have shown well co-coordinated and professional work of rescuers. It is the result of constant serious preparation, which includes not only perfection of professional knowledge and skills, but also strategic and tactical operating time, analytical researches, exchange of experience. This gathering should become good help in this direction".

Nikolay Volkov congratulated the Far Eastern Regional Center of the Ministry of Civil Defence, which had been determined to be the best in the Russian Federation by the results of 2009. He wished participants of gathering fruitful work as well.

Promotion of cultural heritage of the Jewish people and popularization of activity of Cossacks was discussed at a session of the commission on studying and preservation of cultural heritage of Birobidzhan on this week

This commission was established one and a half year ago. The first result of its activity was the opening of two tourist routes - Historical Birobidzhan and Literary Birobidzhan. This event has been dated to the anniversary celebrations, devoted to the 75th anniversary of the Jewish Autonomous Region. Also under the initiative of the commission, display stands had been installed near the oldest buildings of Birobidzhan, on which in three languages (Russian, English and Yiddish) the information of this or that sight was briefly written. About ten excursions on new tourist routes have been already taken place.

As adviser of the mayor Svetlana Reidel told, the questions of the role of public associations on preservation and promotion of cultural heritage of the Jewish people, about development of national creativity in city establishments of culture and about the organization of work on popularization of activity of Cossacks in the territory of the city were discussed at the session.

Svetlana Reidel informed also about the new project of the commission: in the near future the Literary Birobidzhan guide-book and the Historical Birobidzhan booklet would be published with one thousand copies.

In the territory of the region 48 cases of volunteers, it is more than 700 people, are operating

The majority of volunteers are schoolchildren and students. The most active of them are in Smidovichskiy and Birobidzhanskiy districts. Basically they are engaged in propaganda of healthy way of life. Experts of the regional center of the social and psychological help to families and youth will organize actions, in which volunteers take part. Besides in many educational institutions the "Trust" public reception is working. Volunteer assistants of the center have established here information stands and containers for written messages. Any one can ask a question to a lawyer, a narcologist, a psychologist as well as receive a qualified answer.

Forty former pupils of orphanages of the Jewish Autonomous Region have received the keys from their own one-room apartments

The new house for them was constructed under the initiative of Governor of the Region, Nikolay Volkov. In 2008 the decision was adopted to allocate from the regional budget 40 million roubles on construction of an apartment house for children, who have remained without care of parents. The new building settled down in the city of Birobidzhan along the Kazakevich Street.

The general contractor is OOO "Vertical", supervised by Leonid Salamatin. It has executed not only all civil work in short term, more than for a half a year, but also has prepared necessary furniture. Apartments are spacious, 40 square meters, and according to the modern requirements are equipped by meters and entrance door intercoms Age of new settlers is from 18 till 23 years, many of them have graduated from educational institutions, have returned from the army. Some people have already married and have children. On a solemn day of handing of keys, members of the regional government, builders, and directors of orphanages have congratulated the happy owners of new apartments. Deputy Chairman of the Government Mariya Zhirdetskaya told: "It is a remarkable Christmas and New Year's gift to these children. We would like, that they had good and happy families. Solving housing problem at once for 40 children-orphans, we understand, that turn, unfortunately, does not come to an end. Also we will continue further this work, in fact, care of children, who have remained without care of parents, is the state task. We considered the degree of children’s needs when defined the first priority of granting of habitation. Among them were invalids, mothers with children, and young families. Practically for all of them it is the first experience of independent conducting of housekeeping. I think, we will create an operating council consisting from the tenants and they will be able to solve problem questions together".

The fish-processing enterprise by A.Trishkin from Birobidzhan brought two senior gold medals from the Dalpischeprom-2009 fair

The fair took place at the Lenin stadium in Khabarovsk. The overall objective, which was put by its organizers, was to show, that Far East citizens can solve the food problem in the region. Many food processing companies showed both high quality of production, and beautiful, original packing that was considered at summarizing. Participation in the fair was voluntary. As the result, trout and halibut by cold smoking by Trishkin’s enterprise received senior gold medals, kvass by OOO NEO from Nikolaevka settlement – a gold medal. Though Miracle crisps by Roman Krivenko and sour cream by "Birobidzhan-milk" state enterprise did not received awards this time, visitors of the fair willingly bought this production.

Despite of the crisis, in the Jewish Autonomous Region volumes of civil and erection works grow

As the regional statistics informed, only for nine months 2009 large and average building organizations executed works for 1644,9 million roubles, that more than the last year's level for 11,5 percents.

460 apartments with the total area of 31 thousand square meters are constructed. In the Leninskiy district a shopping-and-entertaining center put in operation, construction of a dam is finished. After reconstruction six kilometers of a highway are accepted in operation. In the Smidovichskiy district a shop on mushrooms cultivation, a small market are built, a kindergarten for 40 children is reconstructed.

The Government of Belarus awarded veterans of the Great Patriotic War – inhabitants of the JAR

Anniversary medal "65 years of liberation of Byelorussia from fascist aggressors" was given to 34 our fellow countrymen, battled on the Belarus ground and in the sky of Belarus.

As chairman of the regional council of veterans Valery Gubchik informed, the greatest amount of participants of those heroic events lives today in Birobidzhan - sixteen persons. Among the awarded there are also women-veterans, and even one … family - Maria Semenovna and Matvey Vassilyevich Umets from the regional center.

In the city Palace of culture military commissar of the JAR Aleksandr Obdula solemnly handed over medals to veterans. To congratulate them on awards of the brotherly country vice-head of the mayoralty of Birobidzhan Lyudmila Kopenkina, heads of the public veteran organizations came.

Artists of Birobidzhan opened the exhibition in the Chinese city of Yichun

It is a reciprocal creative visit of our artists to fellow-artists in Yichun. Last week the exhibition of the Chinese artists has opened in Birobidzhan. It acquaints inhabitants and visitors of the regional center with the traditional painting guo hua and modern art photo of China. Now representatives of the regional branch of the Union of Artists of Russia carried their works to neighbours.

In the Birobidzhan delegation there are four artists: Valentin Korovin, Valery Logunkov, Boris Kosvintsev and Olga Domanova. They brought to China not only their works, but these by the majority of members of the branch of the Union of Artists of Russia in the Jewish autonomy. Basically for the foreign exhibition oils are chosen, first of all this technique is unfamiliar to the Chinese that is why it causes the big interest.

Active members of the Young Guard of the United Russia from the Oktyabrskiy district visited the People’s Republic of China

The trip has been organized by the receiving party as a gratitude for gathering exhibits for the Russian-Jewish-Chinese museum located on the island of Mingshang. Each of huge halls of the museum has the unique exposition, which tells about features of life of people occupied banks of the Amur River during ancient times and living there today, their cultural achievements, about natural resources of these places. Pots and pans, subjects of life and religion specially collected for the museum, became fine addition to the exposition of the Russian pavilion.

Photographic materials about the first Jewish immigrants to the Far East, brochures about Jewish holidays and dishes have been given, to the Chinese party as well.

The members of the Young Guard visited the museum, and also visited the Center of the children's creativity, which has been opened in the city of Lobei only two years before. Only gifted children in the age from five years and older study in the center. They study various dances, play on musical instruments, master the art of calligraphical writing of hieroglyphs.

In one of evenings the members of the Young Guard met representatives of the Chinese youth - active workers of the local Komsomol organization. It was interesting for young people of both countries to learn about each other and to share an experience.

During negotiations with the Chinese party the agreement on realization of the joint project on restoration of the monument to soldier - frontier guard Ivan Fedko was achieved. He died in August, 1945 at liberation of China from Japanese aggressors. I.Fedko's bronze bust will be produced in China. The monument’s unveiling is planned for August, 2010.

Regional deputies accepted a number of socially important bills inuring in the next year

At the regular session of the Legislative Assembly of the JAR changes in the regional law determining the size of a living wage for 2010 were passed. Chairman of the Assembly of the Jewish autonomy Anatoly Tikhomirov submitted the bill for consideration by deputies.

Under the current legislation of the Russian Federation the size of a living wage is about 4,5 thousand roubles. Since 2010 in the Jewish Autonomous Region it will be equal 5069 roubles. On realization of the law 180 million roubles are required from the regional budget.

At once in three readings the regional law restoring privileges on payment of habitation and public utilities for workers of sphere of culture in countryside is accepted as well.

Big social support in the following year will be received by children-orphans and children who remained without care of parents. Changes in the regional law increase age of students and other pupils, who have lost both or one parent during the training, from 18 till 23 years, who have the right on the increased grant, except for full state maintenance, on which they are enlisted by the federal law.

The size of a monthly grant is 780 roubles, annually these young men and girls will receive payment on purchase of educational literature - 1 560 roubles, and also payment of 100 % of wages added during inservice training and practice. After graduating an educational establishment a youth will receive monetary indemnification.

Also deputies considered the problem on a nominee of the representative of the Legislative Assembly of the JAR in the Public Chamber at the Plenipotentiary of the President of the Russian Federation in the Far East Federal District. The nominee of deputy of the regional parliament Aleksandr Popov was presented.

The festivities finished on the 12th of September devoted to the 75th anniversary of the Jewish Autonomous Region have impressed the residents and the visitors of the Region with its rich content, brightness and size

Their main official event was the anniversary solemn meeting, which was held in the regional Philharmonic Hall. The television broadcasted direct translation from that meeting.

Among the other festive events, which attracted the special attention of people of the city and the guests of the regional centre, was the opening of the renewed embankment of the Bira River. Here, as they say, there was not an inch of room along the length of the whole kilometer.

The parade of baby carriages was one of the creative finds of the organizers of the Day of city. If firstly somebody had even doubts, that parent would take interest in this idea, but the received effect has surpassed all expectations! Tens mums used their fantasy and imagination, and tens papas used their skilful hands, transforming typical children's carriages in chic "jeeps", planes, mobile beds or so called a hut on "the chicken’s legs" on wheels.

After the Jewish festival where many stars of the Russian and foreign stage have acted, it was difficult to expect something else which could amaze people. But reserves were found. Well known popular singer Valeriya together with her husband and producer Iosif Prigozhin came to the capital of the Jewish Autonomous Region for its anniversary. As she has told from a stage in the 1930s her grandparents have arrived to the Jewish Autonomous Region for the settlements needs, lived and worked here for five years on the railway. Here in Obluchye city the singer’s mother was born!

One more musical gift for the people of Birobidzhan was a concert of Moscow famous pop group "Ivanushki International". The celebratory program was finished by the superb firework on the bank of the Bira River, which was seen in all parts of the city.

In Leninskiy district the Orthodox temple has been solemnly opened

The bells established on the temple of Sacred archangel Michael, constructed in the centre of Leninskoye village have powerfully tolled. On Monday the new temple has been opened for parishioners.

The church has settled down on a convenient place. Its gold plating domes are visible from apart, even from the Chinese customs house, from the Chinese side of the Amur River. The celebration devoted to consecration of the temple has been carried out by Iosiph, the Archbishop of Birobidzhan and Kuldur, who have reminded that on the same place before the revolution there had been a church constructed by the first inhabitants of Cossack village Mikhailo-Semyonovskaya. Governor of the Jewish Autonomous Region Nikolay Volkov, Chairman of the Legislative Assembly Anatoly Tikhomirov, vice-chairman of the Government of the Region Mariya Zhirdetskaya, representatives of Cossacks, pupils of a cadet class, and churchmen from the other dioceses have taken part in the celebrations .

On the 12th of September, in the regional centre it was a solemn opening of the memorable stone symbolizing the beginning of the construction of the Kimkano-Sytarskiy ore mining and processing enterprise by metallurgical alliance "Petropavlovsk"

The celebration was opened by chairman of Board of directors of the "Petropavlovsk" company Pavel Maslovsky. He congratulated all the present with significant event for the enterprise and assured that in 2013 the plant would give first production.

Governor of the Region Nikolay Volkov in his speech highly estimated the role of the Kimkano-Sytarskiy ore mining and processing enterprise and the railway bridge, which connected Russia and China, for the development of the regional economy.

Then both heads took solemnly off a coverlet from the memorable stone, and the stone was consecrated by Iosiph, the Archbishop of Birobidzhan and Kuldur.

Further all visitors proceeded to a new office building of the plant where solemn ceremony of its opening and consecration was held. Head of "Donator" company Igor Galperin passed a symbolical key from the building to Pavel Maslovskiy, and he passed it to General director of OOO "Kimkano-Sytarskiy ore mining and processing enterprise" Victor Rybkin.

"Birobidzhan - milk" received three gold medals during the Priamuskaya international commercial and industrial fair

The fair, which was held in Khabarovsk, our region was presented by expositions of enterprises "Vostok - Holding", "Bonika- Jersey", "Birobidzhan - milk", "Odinokov and Co" , "Trishkin" fish processing plant, and jewelry items by "Etalon Jenavi" company.

"Birobidzhan - milk" submitted the application form for participation in the competition of three goods and received at once three gold medals of the fair. Two small medals were for kefir and yoghurt and one big medal was for drinking milk.

No one among the other participants of the fair from the Jewish Autonomous Region was lost. All of them have found for themselves new partners and new sales market.
