Architecture and town-planning

State administration and regulation in the field of town-planning activity in the territory of the Jewish Autonomous Region is assigned to the department of architecture and construction of the Government of the Jewish Autonomous Region.

Powers on the organization and realization of state expert appraisal of documents of territorial planning, state expert appraisal of design documentation and results of engineering researches, state building supervision in the territory of the region, control over joint construction are assigned to the department of the state building supervision and examination of the Jewish Autonomous Region, established by the Government of the region in February, 2007. Creation of the department promotes reduction of terms of carrying out state expert appraisal of civil-engineering designs and their realization, strengthening of the control over joint construction of objects of habitation, will enhance the responsibility of customers-builders in sphere of housing construction.

According to the federal legislation the architecture division of the department of architecture and construction of the Government of the region is transformed to the division of architecture and control over town-planning activity. The new division of the department is agreed by the Federal Agency on Construction and Housing and Communal Services and directed on maintenance of realization of powers on control of observance by institutions of local government of the legislation on town-planning activity.

Construction

Now in the region 122 organizations are carrying out building activity.

Basically (118 enterprises) they are average enterprises with number of workers up to 100 persons, being in private or mixed property (109 enterprises), 7 - foreign enterprises, 4 - mixed Russian ones, and only 2 contractors are state ones, they are enterprises of road construction.

Besides more than 50 persons have licenses and are engaged in individual business activity in this sphere. They fill an essential enough niche in the market of contract works: renovation and re-planning of apartments, premises for trade and household services.

In the branch the significant fleet of building and road cars and mechanisms is kept and used: single-bucket excavators - 25 units; loaders - 11 units; moto graders - 4 units; bulldozers - 26 units; cranes on special chassis with carrying capacity of 16-40 tons - 5 units; tower cranes - 5 units; cranes on automobile run - 13 units; drilling units – 7 units.

At the same time, it is necessary to note obvious non-uniformity of concentration of enterprises and organizations of construction and building industry in the territory of the region.

More than half of enterprises (almost all individual businessmen) are registered in Birobidzhan.

The amount of works in the construction has made 4042,0 billion roubles in 2008.

On financing of social and housing-and-municipal regional objects included in the list of construction and objects for state and municipal needs of 2008, it is allocated from budgets of all levels almost 825,5 million roubles, which are mastered in full.

The socially most-significant objects entered in 2008:

• Additional building for 30 places of the TB dispensary in Birobidzhan;
• Reconstruction of a building of a former kindergarten for the regional state establishment "Socially rehabilitation center for minors” in 5, Tikhonkaya St. in Birobidzhan;
• Reconstruction of a surgical branch of OGUZ "Regional hospital”;
• Palace of weddings in Birobidzhan;
• Swimming pool of the school for 1000 pupils in Birobidzhan.

Two protective hydraulic engineering constructions in the Leninskiy district are entered: "Consolidation of the left bank of the Amur River near Nizhne-Leninskoye settlement" and "The 2nd launching site of a protection embankment (sites Kukelevskiy - Dezhniovskiy), combined with the Leninskoye-Bidhzan motorway".

Deployment of the given objects will allow to improve considerably quality indicators of the population life of Birobidzhan and the region.

The priority national project "Available and comfortable habitation - to citizens of Russia"

Along with construction of objects of industrial and civil purpose and social sphere, one of mainstreams, with acceptance of the priority national project "Available and comfortable habitation - to citizens of Russia", it is possible to tell, the mainstream for us is construction of habitation.

For the period of realization of the priority national project there was an essential activization of the construction complex of the Jewish Autonomous Region and escalating of volumes of built habitation.

For these three years the certain positive results are achieved:

• volumes of construction of habitation have grown more than twice: from 16,1 up to 34,3 thousand m² a year;
• volumes of mortgage lending have grown almost in 10 times: from 39,8 up to 395,35 million roubles;
• contracts on individual share in construction of habitation are concluded by 667 citizens;
• 107 young families have improved their living conditions due to state grants for purchase or construction of habitation.

Town-planning and architecture

In 2006-2008 according to the Town-Planning Code of the Russian Federation at regional and municipal levels more than 80 normative legal acts in sphere of town-planning activity were accepted, including10 regional laws, the basis of normative legal base of the JAR in town-planning sphere was created.

These years general plans of Obluchye city, Smidovich settlement, Priamurskiy settlement are accepted as well. Work under the general plan of Nikolaevka settlement is conducted.

Building industry

The basis of branch is made by 17 enterprises and organizations, on which almost 2,0 thousand persons work.

Per 2008 they produced: 

• cement - 498,3 thousand tons;
• building and road stone - 380,9 thousand m³;
• constructions and products from precast concrete - 23,3 thousand m³;
• wallings - 5,5 million relative bricks.

On results of 2008 enterprises of building industry increased release of cement on 14,3 %, precast concrete on 18,3% by the corresponding period of the last year.
