The Jewish autonomous region in January – September 2009

The results of January-September, 2009 specify the preservation of the positive dynamics of social and economic development of the Jewish Autonomous Region, which has begun in June of the current year.

For nine months of the current year the turnover of organizations, which reflects their commercial activity, has made 18 020 million roubles. The greatest increase of the commercial turnover in comparison with the corresponding period of 2008 was observed in the organizations with the basic kind of activity: construction - for 17,4 percents, public health and social services - for 14,8 percents, agriculture - for 12,6 percents, manufacture and distribution of electric power, gas and water - for 9,8 percents.

The summary index of industrial production of the enterprises of the region since June of the current year monthly grew from 1,2 up to 1,6 percentage points. In January-September, 2009 the index of industrial production has made 88,6 percents by the similar period of the last year, that is 2,1 higher on the average in Russia. The index of industrial production has grown considerably by separate kinds of economic activities, such as extraction of minerals - 10,8 percents, manufacture of foodstuff - 10 percents, publishing and polygraphic activity - 4,4 percents, processing wood and manufacture of products made of timber - 2 times.

In textile and sewing manufacture it was produced 3178 thousand pairs of hosiery, 1502,4 thousand pieces of knitted products and 32,3 thousand pairs of footwear.

The increase of the index of actual volume for the accounting period by January - September of the last year was made in: processing of wood and manufacture of products made of timber - in 2,0 times, manufacture of foodstuff - for 10 percents, publishing and polygraphic activity - for 4,4 percents.

In January-September, 2009 production of foodstuff was increased: butter - in 3,7 times, whole-milk production - for 53,9 percents, commodity fish production - for 49,9 percents, mineral water - for 49,6 percents, bread and bakery products - for 15,8 percents, confectionery products - for 14,7 percents, sausage products - for 11,4 percents.

In manufacture and distribution of electric power, gas and water the volume of the shipped goods of own manufacture, the executed works and services, in January-September, 2009 was increased in 10,6 percents and has made 1382,9 million roubles.

The volume of gross output of agriculture in all categories of farms in January-September of the current year has made 4301,5 million roubles or 100,1 percents by the corresponding period of the last year in a comparable estimation.

In all categories of farms from the beginning of the year it was made 22,4 thousand tons of milk (101,9 % to the level of 2008), 17,5 million eggs (87,3 %), cattle and poultry meat on slaughter in alive weight - 3,1 thousand tons (103,8 %).

From total amount of manufacture for the analyzed period by the agricultural enterprises it was produced 0,7 thousand tons of milk (118,9 %), 1,1 million eggs (35,1 %), cattle and poultry meat on slaughter in alive weight - 0,3 thousand tons (118,5 %).

Farms produced 5,9 thousand tons of milk (114,1 %), 2,2 million eggs (113,5 %), cattle and poultry meat on slaughter in alive weight - 0,7 thousand tons (105,4 %).

The greatest share of manufacture of agricultural products covers by the farms of the population. They produced 15,8 thousand tons of milk (97,3 %), 14,2 million eggs (94,3 %), cattle and poultry meat on slaughter in alive weight - 2,1 thousand tons (101,8 %).

For 01.10.2009 total gathering of agricultural crops has made: grain crops 26,4 thousand tons or 77,3 percents to the corresponding level of 2008, soya - 2,9 thousand tons (144,5 %), potato - 107,3 thousand tons (94,4 %), vegetables - 23,5 thousand tons (90,3 %).

The regional target programs "Development of meat cattle breeding in the Jewish Autonomous Region" and "Development of dairy cattle breeding and increase in manufacture of milk in the Jewish Autonomous Region" in 2009-2012 have been realized in order to increase the volume of cattle breeding and its market.

In January-September, 2009 in the agricultural enterprises on the average a cow gave 2925 kg of milk that exceeded the similar level of the last year at 37,5 percents

For 10.01.2009 number of large horned livestock in comparison with the similar period of the last year made: in the agricultural enterprises - 101,3 percents, in the farms of the population - 96,0 percents, in the farms - 103,5 percents.

The amount of executed works as for construction in January - September, 2009 has made 3005,6 million roubles or 102,6 percents by the corresponding period of the last year.

In January-September, 2009 the organizations of all forms of ownership have put into operation 31,0 thousand square meters of habitation, that is for 18,7 percents more than the level of 2008.

The average price of one square meter of the total area of apartments in III quarter 2009 in the primary market of habitation of the Jewish Autonomous Region makes 23,1 thousand roubles, the price of the secondary market of habitation is 27,1 thousand roubles. The price index by the end of the last quarter in the primary market of habitation was decreased for 1,0 percents, and the price of the secondary market of habitation was decreased for 3,4 percents.

At the beginning of the current year, investments into fixed capital were reduced to 22,6 percents in comparison with the corresponding period of 2008.

Decrease in volumes of investments is caused by reduction of investment programs by the companies of OAO "RZHD" (reconstruction of the Lagar-Aulskiy railway tunnel, construction of the second turn of the bridge across the Amur River), MUP “Vodokanal" (construction of water-intaking constructions of the Tunguskoye deposit in Khabarovsk), as well as slow rate of investments by the company "Petropavlovsk" to construct the Kimkano-Sytarskiy mining and processing plant.

The structure of investments into fixed capital by kinds of economic activities has not had big changes, as before, the greatest relative density covers investments into transport and communication - up to 56 percents, manufacture and distribution of electric power, gas and water - 20 percents, extraction of minerals - 11,7 percents.

Involved means, which share has increased up to 89,0 percents (in 2008 – 84,4%), are remained the basic source of financing of investments into a fixed capital. In structure of the involved means the share of budgetary funds has been increased in comparison with the similar period of the last year for 3,6 percentage points and has made 37,8 percents. It was a growth of a share of budgetary financing due to increase of a share of the involved means from the federal budget for 4,7 percentage points and made 37,8 percents, thus the share of means from budgets of the subject has been decreased for 1,1 percentage points (10 %). Because of inaccessibility of bank credits, their share is small - 0,7 percents.

The basic volume of budgetary funds is assigned for realization of federal target programs.

Within the limits of the federal address investment program, which volume of financing in 2009 made 427,4 million roubles, the construction of a wharf of the "Nizhneleninskiy International River port" border entry point in the Leninskiy district, the reconstruction of the building of the regional department of the Federal State Statistics Service, the construction and reconstruction of drainage systems, design works on construction of buildings of the investigatory management of the Investigatory committee at the regional public procurator's office, the regional migratory service, the second turn of the Vladimir sturgeon fish-breeding factory in the Smidovichskiy district of the region are conducted.

In January-September, 2009 financing of the budgetary appropriations stipulated on realization of Federal address investment programs, has made 216,5 million roubles, or 50,7 percents of the annual limit. 72,8 percents of the arrived means was used.

Under the federal target program “Modernization of the transport system of Russia (2002-2010)”, the construction of the “Amur” Chita-Khabarovsk federal road was financed from the federal budget. In 2009 518,5 million roubles were stipulated, in January - September 100 percents of the annual limit were financed, 26,5 percents were used.

According to the federal target program "Economic and social development of the Far East and Transbaikalia for the period till 2013" (in edition on 31.07.2009) the total amount of financing in 2009 was reduced for 30,1 percents and made 1206,25 million roubles, including the federal budget, which was reduced for 33,5 percents, as well as reduction of the regional and local budgets for 2,5 percents. 9 objects of transport (3 objects), engineering (5) and social infrastructure (1) are being financed. In January-September of the current year, 939,7 million roubles (77,9 % from the actually stipulated volume) were financed, including means from the federal budget - 822,6 million roubles (80,3 %). It was used due to all sources of financing 718,3 million roubles, or 59,5 percents from the stipulated volume (76,4 % from volume of financing).

The volume of arrived foreign investments in economy of the region in January - September, 2009, made 2700 thousand US dollars, or 26,6 percents by the corresponding period of the last year. Foreign investments basically are carried out in extraction of minerals - up to 70 percents from total amount, timber cutting - 20 percents and plant growing - 14 percents. The basic countries investors are the Great Britain and China.

The turnover of goods of the organizations of all kinds of economic activities having motor transport, taking into consideration an estimation of transportation activity of small motor transportation enterprises and individual businessmen in January-September, 2009 has been increased for 4,2 percents in comparison with the similar period of 2008 and has made 182,16 million tons-km. 6768,08 thousand tons of cargoes (114,3 % by January-September, 2008) were transported. From the beginning of 2009 13,2 million passengers were transported by motor transport and the passenger turnover has made 144,7 million passengers-km.

The total amount of services of communication in January-September, 2009 has made 618,4 million roubles, that for 0,8 percents more than the corresponding period of the last year.

The turnover of retail trade in January-September, 2009 has made 9717,1 million roubles (101,6 % to the corresponding level of 2008). The basic part of the turnover of retail trade was formed by trading organizations (96,3 %).

The total amount of paid services, rendered to the population in all sectors of realization in January-September, 2009, has made 2772,3 million roubles (102,2 % by January-September, 2008). In structure of volume of paid services to the population, the following kinds of services are dominated: municipal (29,9 %), communications (19,0 %), transport (16,6 %) and household (9,1 %). Household services were rendered for the sum of 251,3 million roubles (92,9 % by the corresponding period of the last year).

The summary consumer price index in January-September, 2009 grew for 11,5 percents in relation to December, 2008, the price of articles of food rose for 8,5 percents, the price of non-food products rose for 12,7 percents, cost of paid services to the population increased for 14,4 percents.

Cost of the minimal set of food stuffs including into a consumer's basket, in the end of September, 2009 has made 2733,21 roubles and decreased in comparison with the last month for 1,8 percents.

On preliminary data monetary incomes of the population counting upon a inhabitant in January-September, 2009 have made 11856,1 roubles and have increased in comparison with the corresponding period of the last year for 18,0 percents. Real expendable money income of the population has been increased for 5,6 percents.

Average expenses of the population for 9 months of the current year have made 10312,8 roubles and have grown for 18,7 percents. Monetary consumer expenses per a inhabitant of the region for the analyzed period have made 7720,0 roubles and have increased in comparison with the corresponding period of the last year for 18,5 percents. Relative density of consumer charges in total amount of monetary incomes has increased for about 63,8 percents in January-September, 2008 up to 65,0 percents in January-September, 2009.

In January-September, 2009, the nominal added wage of workers of organizations has grown in comparison with the similar period of 2008 for 9,7 percents and has made 16157,7 roubles.

The volume of delayed debts on wages to workers of organizations of the region on the 1st of October, 2009 has made the sum of 3341 thousand roubles, that is for 23,7 percents less than the similar level of 2008, (on 01.01.2009 - 4,4 million roubles). The basic volume of delayed debts on wages is observed in the organizations with the following basic kind of activity: processing manufactures - 2,5 million roubles; transport - 0,5 million roubles; manufacture and distribution of electric power, gas and water - 0,3 million roubles.

On the 1^st of October, 2009 the profitable part of the consolidated budget of the region including incomes of the Territorial Fund of Obligatory Medical Insurance of the Jewish Autonomous Region has made 6787,0 million roubles that makes 114,7 percents to the corresponding level of the last year.

Incomings of profit tax of organizations into the budget of the region have decreased for 36,8 percents, as well as total return tax has decreased for 14,9 percents.

Expenditure of the region consolidated budget including charges of the Territorial Fund of Obligatory Medical Insurance of the Jewish Autonomous Region for the period of January-September, 2009 has made 5913,3 million roubles and has increased in comparison with the level of the last year for 9,1 percents.

Negative balancing financial result at a rate of 91,0 million roubles was received by the large and middle organizations from the beginning of the current year.

The quantity of the profitable organizations predicted on the 1st of October, 2009 will make 50,7 percents, unprofitable - 49,3 percents from total number of the organizations in the region, by the end of year - 50,8 % and 49,2 %.

The profit in the sum of 88,3 million roubles was received by the organizations with the basic kinds of activity: agriculture, hunting and forestry - 23,2 million roubles (197,7 % to the corresponding level of 2008), construction - 17,8 million roubles (71,7 %), transport and communication - 14,3 million roubles (91,6 %), extraction of minerals - 7,8 million roubles (23,5 %), wholesale and retail trade - 6,3 million roubles (189,5 %).

From the beginning of the current year the total creditor debts under obligations of the large and middle organizations has made 1641,4 million roubles, including delayed debts - 325,7 million roubles that made 19,8 percents from the total sum of debts.

Trade debtors made 1434,3 million roubles, including delayed debts - 219,2 million roubles (15,3 % from the total sum of debts).

Excess of delayed creditor debts above delayed trade debtors made 106,5 million roubles.

On 01.01.2009 number of resident population of the region has made 185,4 thousand persons ( 01.01.2008 - 185,5 thousand persons). In January-August, 2009 the natural loss has made 125 persons and it was reduced on 160 persons in comparison with the similar number of the last year. Number of born people made 1617 persons and number of the died was 1742 persons.

Process of increase of migratory gain is being going on, it made 90 persons in January-August, 2009. 2056 persons have arrived in the region and 1966 people have left.

Number of occupied people in economy of the region has made 80,3 thousand persons by the end of September, 2009 (100,2 % in comparison with the analyzed period of the last year).

Number of the unemployed registered in the bodies of the State Employment Service has made 1,7 thousand persons, the level of official unemployment is 1,8 percents.
