Investment appeal of the region

For January - September, 2009 enterprises and organizations of all forms of property used 4955,5 million roubles of investments into fixed capital for development of economy and social sphere, that in the comparable prices makes 96,2 % to the corresponding level of the last year.

Reduction of volumes of investments is caused by reduction of investment programs by OOO "RZHD", MUP "Vodokanal" from Khabarovsk (construction of a diversion work of the Tungusskoye deposit in Khabarovsk), and lower, than it was supposed, rates of investment in the construction of the Kimkano-Sutarskiy ore-dressing and processing enterprise by "Petropavlovsk" company.

The structure of investments into fixed capital by kinds of economic activities has not undergone greater changes, still, the greatest specific weight make investments into transport and communication - 66,4 %, manufacture and distribution of electric power, gas and water - 11,2 %, extraction of minerals - 8,8 %.

The basic source of financing of investments into fixed capital are still obtained means, which share has increased up to 87,8 % (in 2008 - 84,4 %). In structure of the obtained means the share of budgetary funds makes 34,9 %, including means from the federal budget - 25,9 %, regional and local budgets - 9,0 %. Budgetary funds go on realization of federal and regional target programs.

For 9 months of 2009 in the territory of the region 11 federal target programs with annual volume of financing 2377,2 million roubles, that on 32 % is more, than it was financed in 2008, were realized. Federal means make 84,4 % of total amount of the stipulated means, means of regional and municipal budgets - 9,1 %, extrabudgetary sources - 6,5 %. Investments into fixed capital into total amount of programs make 91,6 %.

For 9 months of 2009 program actions are financed on 78,7 % from the stipulated volume, and are drawn on 50,8 %.

Volume of the state capital investments under the federal address investment program for 2009, approved by the Order of the Government of the Russian Federation from 12.31.2008 № 2058-r (in the version from 05.07.2009), makes 427,4 million roubles. State capital investment is directed on construction of a wharf of the Nizhneleninskiy international river port check point in the Leninskiy district, reconstruction of the regional building of the Rosstat, construction and reconstruction of Daur, Alekseevskaya, Murashi drying systems; design works on construction of buildings of investigatory management of the Investigatory committee at the Office of the Public Prosecutor of the region are conducted, on construction of the building of the regional migratory service, the second building of the Vladimirskiy sturgeon fish-breeding factory in the Smidovichskiy district of the region.

In January - September, 2009 the financing of the budgetary appropriations stipulated on realization of federal investment programs made 216,5 million roubles, or 51 % of the annual limit. State customers spent 157,7 million roubles, or 40 % of the annual limit of means (72,8 % from the financed volume).

According to the Federal Target Program "Economic and social development of the Far East and Transbaikalia for the period till 2013" (in version from 07.31.2009) 9 investment projects with annual volume of financing 1206,25 million roubles are realized. For January - September, 2009 939,7 million roubles, or 77,9 % from the annual limit are financed, means of the federal budget are financed on 80,3 %. 76,4 % from the financed volume are drawn. The allocated volume of means for reconstruction of heating systems is drawn on 100 %.

In the territory of the region in 2009 30 regional target programs were realized, the volume of financing for a year makes 317,7 million roubles. For 9 months of 2009 regional actions are financed on 59 % from the annual limit.

The amount of executed works in construction for January - September, 2009 has made 3005,6 million roubles, or 102,6 % by the corresponding period of the last year.

The price index of manufacturers in construction for January - September, 2009 has grown on 8,8 % by the corresponding period of 2008 and has decreased on 5,8% by December, 2008.

For January - September, 2009 organizations of all forms of property put into operation 31,0 thousand m² of habitation, that on 18,7 % is more than the level of 2008. Individual builders built 8,8 thousand m² (28,3 % from total amount), that on 59,6 % more than in 2008. The greatest volume of habitation under construction is located in Birobidzhan - 76 %. In the districts of the region habitation is mainly constructed by individual builders.

From the beginning of the year in Birobidzhan reconstruction of 9 km of the diversion facility and a boiler-house on 4 gygacalories is finished; an office building of OOO "Kimkano-Sutarskiy Ore-Dressing and Processing Enterprise", a restaurant for 70 places (OOO "Dolon-Electronic”) are put in operation, the embankment of the Bira River is constructed.

In the Birobidzhanskiy district an office and industrial building with the total area of 168 m², six antenna constructions for cellular communication, bathhouses for 10 places are constructed. In the Leninskiy district a shopping and entertaining center with the total area of 300 m² is built, construction of 6247 linear m² of the starting complex of a protective dam (Kukelevskiy and Dezhnyovskiy sites) is completed; works on reconstruction of a highway "Entrance to the international river port in Nizhne-Leninskoye settlement" are completed. In settlements of the Smidovichskiy district five base stations of cellular communication are put into operation, in Aur settlement a boiler-house with capacity of 2 gygacalories is put into operation, reconstruction of a kindergarten for 40 places is completed, an industrial shop on cultivation of mushrooms is constructed. Individual businessmen build basically public catering establishments, trading centers, warehouses and office buildings.

The volume of foreign investments arrived in the economy of the region for January - September, 2009 made 1712 thousand US dollars, or 16,9 % by the corresponding period of 2008. In structure of foreign investments by kinds of financial investments direct investments make 100 %, including payments into capital - 37,3 %, credits received from foreign co-owners of enterprises - 62,7 %.

From the arrived foreign investments 88,7 % are drawn, from them on the investment into a fixed capital - 10,6 %, payment of raw material, materials, completing products - 48,4 %. The basic volume of foreign investments is directed to extraction of minerals - 80,4 % from total amount, logging - 11,2 % and plant growing - 8,0 %. The basic countries investors are the Great Britain (71,4 % from the total amount) and China (28,6 %).
